Setup Wizard Guidance
The setup wizard should help a user produce a good public architecture before it asks for expert policy details. The Improvement handoff is clear: first value matters, and the wizard should make bad public URL shapes hard to create.

Hard Validation
The wizard should block export when a public route is only a chunk label, when a canonical page lacks metadata, or when a generated source page would be exposed as primary navigation without a topic, source record, or noindex policy.
Plain-Language Promise
The first wizard screen should promise a useful outcome: plan the wiki, preview the structure and URLs, validate the result, then export a packet. Advanced handoff, graph, and governance fields should be available after the user chooses they need them.
