Archive to Concept Routes
This migration keeps the evidence archive intact while replacing low-value public route shapes with canonical pages.
Route Mapping Pattern

Immediate Cleanup Standard
- Add a concept-first top layer before deleting or redirecting old paths.
- Create explicit redirect maps for high-value legacy URLs.
- Rewrite internal links to canonical targets.
- Keep source records for provenance.
- Remove raw chunks from primary navigation and segmented sitemaps unless they are deliberately archive-only.
