Publication Rules
A public page must be understandable as a page, not only as an artifact.
Required Fields
Every canonical public page should include:

Disallowed Primary Public Shapes
Do not promote these as primary public navigation:
- mechanical chunk labels such as
Part 01 - raw file mirrors with no editorial summary
- duplicate hash variants
- generic filename pages such as
Index,Readme,Theme,Body, orPageunless the page is explicitly a developer reference - source chunks that begin or end mid-section
Long Source Handling
If a source has no useful headings, create a source record only. If it has one chunk, collapse it into the parent source record or topic page. If it has strong headings, use named anchors, sections, or child pages based on those headings instead of publishing part-* pages.
Acceptance Checks
- 0 indexable canonical topic, site, decision, operation, glossary, or migration URLs use opaque hashes.
- 0 public navigation links rely on
part-*anchor text. - 100% of canonical pages have breadcrumbs.
- 100% of topic pages point to source records or explicitly explain why no source record exists.
