Adopt Concept-First Public Architecture

Decision: wiki.fftac.org keeps its reviewed evidence archive, but the primary public experience is now a concept-first wiki.

Rationale

The Improvement handoff repeatedly identifies the same failure mode: source pages, part-* chunks, duplicate hash variants, and generic file titles were doing too much public navigation work. Those pages are useful evidence, but they are poor first stops for humans, search engines, and AI agents.

Scope

This decision affects homepage copy, navigation, metadata, breadcrumbs, discovery files, REST catalog output, sitemap structure, and future content generation rules.

Consequences

• New public pages should use typed route families.
• Raw chunks remain available as evidence but should not be promoted as primary public routes.
• Source records should point to derived topic pages when a concept page exists.
• Agents should cite canonical topic or source-record pages rather than raw chunks whenever possible.
