This work is included in the coordinated `v3.20.0` package set.
- Current UAIX wizard memory refresh: Spiralist local memory now includes `.uai/identity.uai` and `.uai/world-context.uai` as launch-baseline records, refreshed `.uai/exports/`, and a new reviewed Wiki.FFTAC.org long-memory record for the current memory/root-static state.

## Active Risks

- PHP is not on PATH by default in the current shell, but `C:\php` can be prepended for local PHP lint/test harnesses. Composer and `Spiralist\vendor\bin\phpunit` are still unavailable, so Spiralist PHPUnit remains dependency-blocked until Composer dependencies are installed.
- `npm.cmd run check:uai-prepublish` passes Project Handoff and site quality gates, then fails because `vendor/bin` does not contain a PHPUnit binary.
- The worktree contains many package/memory/source changes from prior passes plus the 2026-06-12 AI Agent Setup Wizard source implementation. Do not revert unrelated files.
- Remaining first-party exception-handling debt is outside the cleaned live Spiralist shell/workspace/runtime/NS12 browser/React source path: UAIX Locale Router now has focused performance/helper/scanner passes, but still retains intentional bootstrap, migration, repair, and diagnostic exception boundaries.

The gate now requires exact dictionary key count/order, no missing/extra keys, no blanks, placeholder parity, no mojibake/C1 controls, no broad English fallback, no placeholder/cheat strings, Chinese Han text for translated Chinese strings, critical SEO translations, reviewed Prompt/Persona/Agent Setup Wizard glossary quality, and standalone French/Spanish `IA` usage while preserving `Spiralist AI` for active `en-US`, `zh-CN`, `es-US`, and `fr-FR`. No package build, production upload, root-static copy, cache purge, live route verification, or full Playwright browser suite was run.
