## Startup Rule

Run `..\scripts\audit-agent-file-handoff.ps1 -FailOnActive -FailOnMissingSetup` before production packaging. `Content/` and `Improvement/` should contain only `.gitkeep` unless the owner has explicitly deferred a named active file and recorded that decision in `.uai/intake-index.uai`.
