# 2026-05-17 Civil-Liberties Overhaul Intake
Source workspace: `WP-FFTAC/2IA.org`
Archive destination: `2IA.org\agent-file-handoff\Archive\2026-05-17-civil-liberties-overhaul\`
## Summary
This intake combined two direct Improvement prompts with useful retained Content files about 2IA content expansion, surveillance, keyword monitoring, lawful intelligence governance, OSINT needs, Anonymous as identity culture, and public-interest research. The user also instructed Codex to delete unrelated copied files rather than archive them.
The safe public value was high: make 2IA a serious civil-liberties public-intelligence resource with concrete pages, templates, source classes, confidence labels, public-records leverage, correction paths, and reader maps. The unsafe or out-of-scope material remains operational misuse guidance: hacking, exploit workflows, evasion, sensor triggering, doxxing, target selection, stalking, coercive influence, deception scripts, and tactical OSINT playbooks.
## Disposition
- Applied the safe civil-liberties resource architecture into source-controlled theme content.
- Deleted 264 unrelated copied files from `agent-file-handoff/Content/` per owner direction.
- Moved 19 useful current-source files to the archive destination after processing.
- Active `Content/` and `Improvement/` buckets contain only `.gitkeep` after disposition.
## Site Work
- Repositioned the homepage around `2IA - Two Identities Of Anonymous` as an independent public-intelligence research desk for civil liberties, surveillance accountability, identity systems, metadata, public records, and algorithmic power.
- Strengthened Start Here, About, Methodology, Ethics and Civil Liberties, Public Records/FOIA, Contact, and Research Archive fallback pages.
- Added Research Archive taxonomy for Issue Hubs, Dossiers, Investigations, Field Guides, Toolkits, Case Studies, Trackers, Briefings, Corrections Ledger, and Public Records Library.
- Added 12 launch article drafts/outlines, 13 issue hub outlines, 10 toolkit templates, a source-class evidence matrix, a corrections ledger template, a dossier template, core-page SEO matrix, and a 90-day editorial calendar.
- Added a homepage Operating Desk section so readers can immediately reach the reader map, records packet, hubs/dossiers/toolkits, confidence-label method, minimization standard, and correction ledger.
- Added launch article seed drafts so unseeded installs have a deeper first wave of serious content.
- Preserved the hard editorial boundary: no classified material, stolen data, exploit code, doxxing, personal-data dumps, target lists, evasion, or operational misuse workflows.
## Verification
- `studio wp eval "echo function_exists('twoia_virtual_pages') ? count(twoia_virtual_pages()) : 'missing';"` returned `24`.
- `tools\Test-2IAContentRoutes.ps1 -StaticOnly` passed for 86 manifest routes.
- `tools\Test-2IAContentRoutes.ps1 -BaseUrl local Studio route` passed for all 86 routes.
- `git diff --check` reported no whitespace errors beyond existing Windows line-ending normalization warnings.
- Standalone `php` was not available on PATH, so direct `php -l` lint was not run.
